Arkansas Public Policy Panel is a statewide organization dedicated to achieving social and economic justice by organizing citizen groups around the state, educating and supporting them to be more effective and powerful, and linking them with one another in coalitions and networks. Our case study focuses on the CAPES (Citizens for Arkansas Public Education and Students) effort, a campaign to bridge the needs of urban and rural school districts across the state to better resource children and youth who fall 200% below the federal poverty line.
